
Every month, people in Singapore type dual key hdb bto into Google. It is an entirely reasonable search for a flat that has never been built.
Let us save you the scrolling: HDB does not offer dual-key BTO flats. There is no dual-key option in any BTO launch, no secret balloting category, no upcoming pilot we have heard of. If you have seen the phrase attached to a new launch, it was a condo — developers build dual-key condos; HDB does not build dual-key flats.
What HDB actually offers: the 3Gen flat
The closest official relative is the 3Gen flat — a four-bedroom, three-bathroom layout designed for multi-generational families, sold in limited numbers at selected BTO launches, with eligibility rules attached (you apply as a multi-generation household). It gives the extra bathroom and the extra room. What it does not give is the thing people picture when they say dual-key: a second entrance zone, a kitchenette, a self-contained studio. A 3Gen flat is one home with more rooms. A dual-key is one flat arranged as two homes.
Why you mostly cannot convert a BTO into one, either
The second half of the bad news: even after you collect your keys, a typical BTO flat resists conversion.
- Size. New 4-room flats are around 90–93 sqm. A dignified dual-key needs roughly 100 sqm and up — the sub-unit otherwise shrinks into a partitioned bedroom with a kettle.
- Layout. Dual-key conversion lives and dies by the floor plan: a centrally placed door and bathrooms on opposite sides (HDB does not allow bathrooms to be moved). Newer layouts are efficient precisely because they waste no space — and that efficiency leaves no slack to divide.
- MOP arithmetic. You can legally rent bedrooms before MOP while living in the flat. But spending six figures on a conversion in year one of a brand-new flat, before your family's needs have even settled, is a bet we would talk most clients out of.
What to buy instead
The flats that convert beautifully are all in the resale market, and we rank them fully in our floor plan guide:
- Jumbo flats — merged pairs of flats, 140–190 sqm, geometry that remembers being two homes. Found in older estates: Woodlands, Tampines, Hougang, Yishun.
- 5-room point blocks — squarish plans, central doors, separated bathrooms. The current favourite of every property-agent TikTok, for good floor-plan reasons.
- Executive maisonettes — two storeys, so the division is horizontal and the privacy is structural.
All resale. All older. All bigger than anything being built today — which is the quiet irony of the dual-key search: the future of two-households-one-flat living is found in the flats of the 1980s and 90s.
If you are holding a BTO queue number now
Nothing here says give it up. It says: know what the flat you are balloting for can and cannot become. If multi-generational living or rental income is genuinely in your ten-year picture, a large resale flat may serve that picture better than a new one — and the maths (a 5-room resale plus a full conversion can still land under $700,000) deserves twenty minutes of your attention before the ballot does.
