
The new partition is up, the kitchenette lights are on for the first time, and the fresh-cut smell of the cabinetry has not quite left the room. This is the moment many owners start writing the rental listing. Before you do, it is worth ten quiet minutes with the rules for how you can rent out an HDB room, because a dual-key conversion does not change them at all.
How to rent out an HDB room legally after a conversion
However self-contained the second side looks, in HDB's eyes your flat is still one flat. Letting the studio side is renting out a bedroom, and the bedroom-rental rules apply in full.
- Flat size. Only 3-room and larger flats can rent out bedrooms.
- Approval first. You need HDB's approval before the tenancy starts. The application is made online, the outcome is shown immediately, and there is an administrative fee of $10 per bedroom.
- You must live there. The owners and all authorised occupiers must keep living in the flat for as long as bedrooms are let. If they move out, HDB treats it as renting out the whole flat without approval.
- No MOP wait for bedrooms. Bedrooms can be let before the five-year minimum occupation period is up. Renting out the whole flat is a different matter, and needs the MOP to be met.
- Plus and Prime flats. Owners of these flats cannot rent out the whole flat, but can rent out bedrooms.
How long, and to whom
- Minimum six months per application. Short stays and nightly lets are not allowed.
- Maximum three years per application, or two years if a tenant is a non-Malaysian non-citizen.
- Eligible tenants include Singapore citizens, permanent residents, and holders of certain passes valid for at least six months, such as Employment Passes, S Passes, Student Passes and Dependant Passes. Some Work Permit categories are limited to Malaysians.
- The non-citizen quota that limits whole-flat rentals in some blocks does not apply to bedroom rental.
- Keep HDB informed. Terminations, renewals and changes to tenant details must be notified within seven days.
The occupancy limit counts everyone
This is the rule that most often reshapes a rental plan. The limit is for the whole flat, owners and family included, not per side.

A dual-key does not double your headcount. Plan the second side for one or two people, and check the limit in force when your tenancy starts, since the current relaxation has an end date.
Tax on the rent
Rental income from a room is taxable and goes into your personal income tax return. IRAS lets you deduct either your actual allowable expenses or a flat 15% of the gross rent as deemed expenses; mortgage interest can be claimed on top in some cases. The balance is taxed at your personal rate.
For property tax, IRAS's general position is that owner-occupier rates continue to apply when you rent out rooms and keep living in the flat. Renting out the whole flat moves you to non-owner-occupier rates. Check your own case with IRAS, as individual circumstances vary.
What the rules mean for the design
The rules quietly favour a certain kind of conversion, and it is worth designing for them from the start.
- Design for one tenant, not a household. A studio for one or two people is what the occupancy limit and the six-month minimum reward.
- Build for six-month turnovers. Hard-wearing surfaces, a wardrobe with a real hanging rail, a kitchenette that wipes down in five minutes between tenants.
- Keep it reversible. Because the flat is always one unit, you may one day want it back as one home, or sell it to a buyer who does. A joinery partition and a single-run kitchenette come out cleanly.
